Snivel is Mayor Butaire's assistant, although he is sometimes assisting Mrs. Butaire as part of his job.
He is unassertive, nervous and accident prone.
When Snivel first arrived in Heartlake City, he kept having accidents at each stop on a tour of the city.
Snivel is frequently fired by the Butaires, but always rehired.
Despite the fact he's never permanently unemployed, he is always afraid of being fired.
Snivel is a master baker, as he planned to compete in Wink Smiley's bakeoff before giving his spot to Stephanie to avoid competing against Tanya.
It appears Snivel is regarded as annoying and incompetent by the citizens of Heartlake City, as when the audience learns he is in charge of security for the dog show, they groan in disappointment.
